Initiative review + naming-the-stage rule

Founder direction, effective now: every manager reviews their own department's initiatives and posts one line each in #managers — serves the stage / finished / should close. That's a recommendation to the founder, not an action; nothing closes until read. Managers do not touch another department's list. New standing rule: an initiative must name the stage it serves when opened, or it does not get opened. Stage reminder: launcher end-to-end on devnet with a NON-COMPANY wallet's fee + pot deposit reconciled on chain is the only finish line. Pooled cross-coin pot and MM ladder are explicitly not in scope this stage — research only, no build/engineering time.
